The adult forum on November 19 was an update of information from the pro bono design exercise that was conducted with HGA and BKV architects and engineers. Some options for daycare, affordable housing apartments, and tiny homes on PoP property emerged from their study. They urged the CPTF to move quickly to build relationships with the city of Roseville and to take steps before a possible change in setback regulations. A group from PoP met with Janice Gundlach (Roseville City Planning Director) and she indicated that setback changes were already in effect. While trying to verify that the new setback of 1000ft from the lake is indeed in place, we have found conflicting information. If the new setback guidelines are in place, our entire PoP property is within 1000ft of Lake Bennett and any development would be restricted to less than 25% of our property and no more than 30ft in height. This would prohibit any affordable housing apartment development.

Ms. Gundlach thought that a Habitat for Humanity development was possible. She also indicated that a housing option combined with daycare was not feasible since the city would not approve a mixed-use zoning option. A daycare in the Church building after the installation of a sprinkler system or on the property platted for institutional use might be a possibility.  The city is unlikely to approve zoning changes that exceed one step from current zoning. 

This information was a focus for the CPTF meeting on Monday, November 20.  The following steps will be taken:

  1. School statistics about unstably housed students will be updated and demand for housing will be reviewed given vacancies at the development between Snelling and Fairview on County Rd. C
  2. City setback regulations will be verified and zoning possibilities reviewed.
  3. Our current building will be considered for deferred maintenance needs, possible uses for low-use areas, loan repayment (funds self-borrowed from the Rose Diestler estate for roof and parking lot repairs), and potential renovations
  4. A model for addressing the needs of homeless families which would work within city setbacks and zoning restrictions will be looked at
  5. The needs for Day Care and possibilities will be considered.
