The September 12, 2023 meeting of the Congregation Council focused mainly on actions recommended by the Campus Planning Task Force to address future use of Prince of Peace property.
As previously announced to the congregation, Sunday, October 1 has been reserved for a special congregational meeting on this issue. The council took the following action to officially call the meeting:
Motion: to call a special meeting on Sunday, October 1, 2023, at 12:00pm for the purpose of acting on motions for the future use of PoP property.
The council, on recommendations of the Campus Planning Task Force adopted the following motions to be placed before the congregation on October 1:
Motion (A): To support the use of Prince of Peace property for the development of affordable housing options and related services. The Campus Planning Task Force will lead the continued study of project development and the PoP Council will bring any recommendation to the congregation for final congregational approval.
The purpose of this motion is to make clear that the congregation supports (or does not support) continuing efforts to develop housing options on Prince of Peace property. These include affordable homeownership through Habitat for Humanity, apartments for low-income families, or a combination of these options.
Motion (B): To continue the Prince of Peace settlement of two tiny homes with an addition of one tiny home to comply with state legislation. The cost to Prince of Peace for the installation of the additional unit is not to exceed $15,000. Any future proposed expansion of the settlement shall be subject to action and vote of the Prince of Peace congregation.
The purpose of this motion is to decide whether to continue to operate our current tiny home settlement beyond December 31, 2023 or discontinue the settlement and undertake relocation of our current residents. This decision is required at this time by the City of Roseville under the terms of our interim use permit. If we choose to continue, we must add one unit to accommodate an additional person who has experienced chronic homelessness. As the City of Roseville interprets the new state statute, this additional unit is required to meet the ratio of intentional neighbors to previously homeless occupants.
As the motion states, the settlement would not be expanded beyond three units without another vote by the congregation.
Personnel Committee update:
- Steve Andert has a personal issue that will take him out of work. He anticipates being away from work for 4-6 weeks then he anticipates coming back to regular duties. - The Children/Families/Youth position remains unfilled. Interserve continues to be committed to helping us through this time of transition. Pastor Melanie has agreed to continue through December but with reduced hours. The Transition Team will stay in place and will help act as leaders in this ministry’s work.
Property Development Workshop
- Prince of Peace has been selected to participate in a pro-bono “design charrette” offered by a major architecture and design firm, HGA. The charrette, which will be held later this month, is an opportunity to get expert advice on how to move ahead with our campus development.
